Pioneer Community Energy Seeks a Legislative and Regulatory Analyst
The Legislative and Regulatory Analyst works under the direction of the Legislative and Regulatory Manager and performs a wide range of professional duties related to Pioneer Community Energy’s regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities Commission (CPUC) and develops Pioneer positions on issues. Duties include:
Researching and analyzing legislation to determine the impact on Pioneer; writing drafts regarding Pioneer’s position and comment letters on legislation and regulatory issues.
Tracking legislation and regulations through multiple amendments and re-analyzing amendments for potential position changes; preparing drafts of legislative and regulatory updates on policy issues and programs for management review.
Performing a variety of research projects on legislative and regulatory policy issue areas.
Representing Pioneer in regulatory proceedings through preparation of data requests, written responses, position papers, analytical models, testimony, and exhibits.
Reviewing and drafting comments and briefs, providing technical and/or analytic input on regulatory and legislative matters; preparing data requests, testimony, and hearing exhibits and participating in administrative hearings.
Tracking, reviewing, analyzing, and summarizing filings prepared by utilities and other entities that could impact Pioneer and its customers.
Under direction, working closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, CA Energy Commission, CA Legislature and any other legal or regulatory body as may be needed.
Qualified candidates will have an ability to effectively make presentations, represent Pioneer’s legislative and regulatory positions and policies with state and federal agencies, other organizations, and the general public, and learn to develop strategies and advise decision-makers on recommended actions.
Education:
Bachelor’s degree from an accredited college or university with major course work in Public Administration, Business Administration, Law, or a related field.
OR
For the I Level
Experience: One year of experience performing legislative and/or regulatory analysis.
For the II Level
Experience:
Three years of experience performing legislative and/or regulatory analysis.
