DEPARTMENT OVERVIEW
This position is in the State Governmental Relations (SGR) Office, located in Sacramento, which serves as the primary university representative to state elected officials and state agencies to advocate for the university on legislative, budgetary and policy matters. The department is under the purview of the Senior Vice President of the External Relations and Communications Division.
POSITION SUMMARY
Under the general direction of the Associate Vice President of SGR, this position has primary responsibility within the UC SGR Office for managing relationships with units of the Office of the President, the Regents, UC campus leadership, UC campus government relations programs, and external audiences to pursue UC state governmental relations and advocacy objectives. The position requires detailed knowledge of the functions, organizations, structure and procedures of UC and the executive and legislative branches of California government. The incumbent has a leadership role in directing UC systemwide efforts in mobilizing internal and third-party advocates to influence the outcome of fiscal and policy matters at the State level as part of a comprehensive advocacy program; and defining, producing and managing office advocacy communications.

Advocacy: Develop, direct and maintain UC's strategic state advocacy program, working in conjunction with the divisions of the UC Office of the President, University stakeholders, campuses, and medical centers.
Develop relationships with University stakeholders, including faculty, staff, students, alumni and parents, for the purpose of promoting understanding of the University's interests and needs, and creating motivated and informed advocates. Work closely with the Director of Alumni Engagement and campus colleagues on the strategic identification and cultivation of additional external stakeholders in the business community, trade groups, regional and community groups, statewide associations, and the like.
Develop strategy, implementation plans, and training programs for the mobilization of stakeholder advocates on behalf of the University's fiscal and public policy priorities at the State level. Take responsibility for implementation and reporting of results to senior University leadership.
Collaborate with the Associate Director of Legislative Affairs and Associate Director of State Budget on advocacy planning and coordination to advance UC's top budget and legislative priorities.
Directly advocate to legislators, members of the Administration, and their respective staff on matters of interest to the University in issue areas to be assigned. Define, produce, and manage advocacy communications for SGR.

Strategic Communication: Lead and oversee UC's digital grassroots advocacy community. In partnership with colleagues in Federal Governmental Relations and Marketing Communications, develop strategies to continually increase the number of advocates, inform and cultivate existing advocates, and partner with campus stakeholders to help promote the advocacy community. In partnership with Federal Governmental Relations, oversee the advocacy student ambassador program.
Collaborate with colleagues in the UC communications departments on the strategic direction and production of communications materials, both electronic and hard copy, to be used in educating University stakeholders and third-party advocates on State issues of importance to the University, and to be used in conjunction with advocacy efforts directed at State officials. Help define the timing and contribute to the content of these communications to advocate and legislative audiences.

Campus Outreach: Assist the Government Relations Departments at the ten UC campuses in developing their advocacy and outreach programs, including coordinating systemwide advocacy efforts, preparing and making available advocacy materials, managing the distribution of Advocacy and Communications Program (ACP) funds, evaluating campus activities funded with ACP funds, and serving as the SGR liaison to campus government relations departments.

Management Responsibilities: Supervise and manage a team dedicated to advancing the advocacy interests of the University. Hire, train, set standards, supervise, coach, motivate, monitor workload, evaluate performance and take corrective action when necessary of the members of this team.
Serve as a member of the department management team.
