Metro's Planning, Development, and Research (PD&R) department leads efforts to implement the Greater Portland region's 2040 Growth Concept, which aims to sustainably manage growth while preserving quality of life, access to nature, economic competitiveness, and equity. As the region's federally designated Metropolitan Planning Organization (MPO), Metro allocates federal funding and collaborates with cities and counties to meet federal and state land use and transportation planning requirements, including managing the Urban Growth Boundary. PD&R also oversees investment programs to support equitable development and houses Metro's renowned research, modeling, and data teams. The result of this multi-disciplinary structure and integrated approach is a unique workplace providing regional and national leadership in regional planning, governance, investment, and innovation.
PD&R is looking for a full-time Resource Development Manager to guide our work in creating a safe, accessible, equitable transportation system in service to a healthy, economically vibrant region. The manager will supervise planners and program coordinators in the Metropolitan Transportation Improvement Program, the Regional Travel Options program, and the Transportation System Management and Operations program.
Minimum qualifications:
Bachelor's degree in urban or regional planning, transportation planning, public administration, business administration, economics, law, business or government relations, or a related field, AND
Five (5) years leading or supervising people, AND
Two (2) years project management experience in area of responsibility; OR
Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position.
This is a flexible/hybrid position. While work from home is acceptable for part of the week, as a critical team leader the Resource Development section manager is expected to be in the office part time according to department requirements, and travel to Metro work sites, conferences, and other locations to provide support to site-based Metro employees, conduct meetings, or collaborate with internal and external stakeholders. Residency in Oregon or Washington is a requirement for employment.
