Job Summary
The Senior Manager for Intergovernmental Policy and Regulatory Affairs for Harvard Public Affairs and Communications (HPAC) manages relevant University interactions with state and local agencies and regulatory bodies to coordinate and advance the University?s priorities. Reporting to the Managing Director for Intergovernmental Relations & Strategic Outreach, this role will work with colleagues across government relations and relevant internal teams to consult and advise on regulatory processes and policy implications for the University and its operations.
The Senior Manager for Intergovernmental Policy and Regulatory Affairs brings significant knowledge of state and municipal regulatory processes and content. In addition to working with internal stakeholders to provide analysis and technical feedback on new or anticipated regulations, ordinances, legislation, and policies, this role works as a member of an integrated and collaborative team to provide active and historical context to current issues and develop recommendations and strategies related to university projects and priorities.
Position Description
Supports the University?s regulatory and policy work at the state level and in Harvard?s host communities, including Cambridge and Boston.
Monitors and anticipates changes to state and local legislation, regulations and policies with impacts to campus activities, particularly as they relate to energy, environmental, transportation, planning, and operational priorities.
Provides timely advice and analysis to stakeholders on intergovernmental strategies and policy implications.
Builds awareness and collaboration around key issues with relevant university partners.
Establishes and maintains an internal network of colleagues across campus to analyze, interpret, and translate opportunities, risks, and questions associated with proposed policies or regulatory changes and their intersects with projects or other university goals.
Develops research, technical feedback, strategic plans, timelines, and related deliverables in support of defined priorities and objectives. Ensure key milestones are communicated to contacts on campus.
Collaborates with colleagues across Harvard?s government relations team to guide engagement, comment, and stakeholder processes when appropriate.
Helps to identify opportunities to engage relevant peer institutions, associations, coalitions, and other external partners on topics of shared or mutual interest.
Represents the university and the department in external meetings with leaders and stakeholders.
Performs research analysis and makes recommendations for next steps to advance outcomes based on analytics and key performance metrics. This also involves analyzing current practice or policies, evaluating the effects of proposed activities, or legislation, and reporting on findings in collaboration with colleagues.
Basic Qualifications
Bachelor?s degree required with 8 or more years work experience in government, government relations, or regulatory affairs, preferably in a state or municipal government setting.
The ideal candidate must have exceptional interpersonal, project management, and reporting, writing and editing skills and a proven record of working collaboratively with a wide range of colleagues and stakeholders.
Position will have a 6-month orientation and review period
This role will require office presence 2-5 days a week and will have responsibilities outside of normal business hours.
Occasional travel may be required.
A writing exercise will be required as part of the interview process.
Computer literacy required. Must have experience with Windows and databases.

Must be motivated to learn and be flexible. Excellent written and oral communication skills.
Experience in project management, deadline management and problem-solving within a collaborative decision-making environment.
Ability to move tasks, assignments, and projects forward. Proactive approach to anticipating and alleviating challenges.
Candidate should have a highly analytical background and ability to translate expertise to different audiences in a fast-paced and evolving environment.
Candidate must possess the ability to work collaboratively across teams and with a variety of projects and constituencies.
High attention to detail and strong organizational skills are a must.
Must be innovative, strategic, and conceptually manage multiple projects simultaneously and handle difficult situations with a high level of professionalism.
Must be able to listen carefully and influence others.
