Department Overview
The Oregon Perinatal Collaborative (OPC) is Oregon's only program focused on developing statewide Quality Improvement initiatives focused on improving the health of mothers and babies during this critical period of time prior, during and after birth. The collaborative has participation from many of the major providers of health care services to the Oregon community, representing approximately 70% of the births. Under the direction of the OHSU Department of Obstetrics and Gynecology, the Program Manager will be responsible for the day-to-day operation of this program. This will include both the organization and implementation of Quality Improvement projects developed by provider representatives from the various clinical programs participating in the collaboration. This will including conducting outreach activities at all birthing hospitals and facilities in Oregon. In addition, this position will have a key role in the OPC Executive Committee, facilitating the development of annual work plans and managing the agendas and follow-up developed as a result of the activities of this committee.
Function/Duties of Position
ADMINISTRATIVE PROGRAM MANAGEMENT
- Coordinate and assist the Steering Committee in overseeing the work to improve the quality of perinatal services throughout Oregon
- Report out tasks and accomplishments to the Steering Committee
- Coordinate multiple workgroups focused on specific aspects of Perinatal heath and services including helping determine if workgroup reorganization is necessary
- Collaborate with clinical, administrative, and other leaders across the state to ensure efforts are in alignment with the OPC goals and priorities
- Partner with and support institutions to initiate quality improvement initiatives and help to develop metrics to measure the success of these initiatives
- Review problems and implement solutions. Mitigates risk.
- Represent Director and Steering Committee in meetings, conferences and other administrative functions as assigned.
- Monitor progress toward key deliverables consistent with OPC guidelines.
- Prepares narrative reports regarding progress and outcomes to present to Oregon legislature. Builds and maintains relationships with the legislature in concert with the Government Relations representatives from the health systems.
- Carry out other leadership and administrative management functions at the direction of the Director and Steering Committee.
- Organize various meetings and work groups to support the various projects developed to improve Quality
- The Northwest Neonatal Improvement Priority Alliance is housed at OHSU and in tight collaboration with the OPC. Work is needed to coordinate their QI activities with OPC.
- Organize the annual OPC Summit which will bring community stakeholder together to report on recent activities and advise the future focus of the Collaborative.
FISCAL MANAGEMENT
- Manages the administration of fiscal year budgets
- Review and analyze spending trends, track year-to-date expenses, calculate projections, investigate and resolve discrepancies for the operating accounts.
- Monitors monthly financial reports including operating and general ledger accounts.
- Works with the OPC Steering Committee to review productivity in alignment with fiscal year projections.
PERSONNEL MANAGEMENT
- Directs and supervises staff, in collaboration with Director
Other OPC requirements:
- Participate in ongoing professional development and self-assessment of competencies.
- Complete OHSU required training.
- Other duties, as assigned.
Required Qualifications
- Bachelor's Degree, i.e. Public Health, Education, Administration or related discipline.
4-6 years of relevant experience with progressive responsibilities in program administration or supervision and some financial management experience
Experience working with diverse communities and stakeholders; knowledge of fiscal and regulatory system
Knowledge of principles and techniques of program administration, including program planning, budgeting and personnel management.
Ability to direct staff in continuous efforts to improve program quality, productivity and effectiveness.
Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise reports.
Excellent time management and organizational skills, ability to prioritize multiple, sometimes competing agendas, consistently able to execute individual and work group responsibilities to meet objectives.
Ability to relate to people and organizations of a diverse background.
Experience in supervisory and management principles and practices.
Ability to conduct planning, basic evaluation, and monitoring of Quality Improvement projects
Proven ability to respond to multiple demands from multiple people.
Must be highly skilled user of software including Word, Access, Excel, (Microsoft Office Suite) and financial systems reporting.
Ability to travel by air or auto, using rental cars per program policy.
Preferred Qualifications
- Masters Degree, e.g., Public Health, Public Administration, Business, Education or related discipline
- 2 years experience within perinatal services as either a provider or operations support person
- Experience in developing successful Quality Improvement projects in a health care deliver environment
Proven leadership and management skills. Demonstrated experienced working with all levels within an organization.
Some knowledge of state and local resources that provide perinatal services in the State of Oregon
Additional Details
This position is currently hybrid in person-telework, emphasizing telework. May include occasional travel within state and to national-level conferences. Work from home office and in a cubicle workspace in a typical office environment on OHSU's Marquam Hill campus when/if required. Typical working hours 8:00-5pm; specific schedule to be determined in collaboration with manager.
