UC Davis Government and Community Relations (GCR) leads campus and health system efforts to ensure the success of multiple legislative, budget, advocacy, and community-based relationship-building initiatives, projects, and activities. The office serves as the official campus voice to elected officials and their staffs and to community organizations and opinion leaders. Government and Community Relations serves as a resource to faculty, students, staff, researchers, and volunteer leaders, providing leadership, support, and guidance to them in their interactions with local, state, and federal government officials and to community leaders. GCR is a unit in the Office of the Chancellor under the management of the Chief Government and Community Relations Officer.

Responsibilities
Reporting directly to the Director, Health Government and Community Relations, the Government and Community Relations Manager is responsible for managing high level programs that include government and community relations. Government and Community Relations Manager utilizes advanced knowledge in governmental and community affairs to function independently while managing complex programs. Assist the Chief Officer and Director with managing government relations efforts at the local, state, and federal levels. Analyzes issues and formulate approaches to achieve outcomes. Responsibilities include:
Build and maintain relationships with key staff members with elected official offices at local, federal, and state levels
Develop new contacts, such as political appointees, legislative committee staff, administration, and agency personnel (such as OSHPD), and engage with community leaders in positions of influence who are likely to hold elected office in the future
Track and analyze health-related legislation, budget requests and proposed regulations to determine impact on UC Davis Health. Synthesize data and recommend positions to the Chief Officer and Director
Assist with the development of legislative policy and advocacy efforts, with a focus on local, state, and federal government
Monitor legislative hearings and local Supervisorial and Council meetings
Monitor key health-related federal legislation hearings
Work closely with UC Health, UCOP State Government Relations (SGR) and Federal Government Relations (FGR) offices to discuss key legislation impacting UC health sciences campuses, particularly UC Davis Health
Cultivate, build, and manage relationships with local neighbors, business and neighborhood associations, and community members in a professional and respectful manner
Coordinate and attend activities with these groups and represent the University at events
Monitor and respond to neighbor/community inquiries and concerns through a variety of mediums including in-person interaction, telephone, and email
Required Qualifications
Minimum of five years of experience working for or with elected officials and their staff; working with constituents highly preferred
Experience working with community members, including neighbors, businesses, and community members
Previous work analyzing public policy at various levels of government and the ability to research and synthesize bills
Advanced written, verbal, and interpersonal communications, presentation, public speaking, and facilitation skills
Experience working in large, multi-tiered organizations and with competing and diverse constituents
Ability to communicate with elected officials and staff, neighbors, businesses, and community members
Demonstrated ability to prioritize and meet multiple deadlines and handle a variety of tasks simultaneously
Ability to use discretion and maintain all confidentiality
Bachelor's degree in related area and/or equivalent experience/training.
