POSITION SUMMARY
On behalf of the 10 campuses/sites and systemwide Procurement, this role will direct a wide variety of Policy-driven projects and initiatives to mitigate risk, ensure compliance, and respond to internal and external policy requests. It leads, influences, collaborates, and communicates with all levels of staff and individuals throughout UC and in external roles to drive policy and legislative compliance. This role will be proactive in driving policy and regulatory changes to preempt and reduce risk, compliance gaps, and negative audit findings. It is responsible for providing adequate guidance, coaching, and training to UC Procurement colleagues, Requisitioners, and stakeholders. This role is also responsible for managing the policy and procedural impacts of legislative, community, and internal controls requirements. It helps to ensure the legislative, community and audit perceptions of UC. It provides centralized support for response to audit recommendations.
This role leads the systemwide Procurement Policy and Legal Document Team (PPLDT) Working Group, which focuses on ensuring the clarity and consistency of Procurement policy and legal documentation and templates. This team gathers information, responding to audit outcomes, communicates with campuses, proposes changes to policy and procurement templates, and leads education of compliance requirements. This role ensures that UC is doing business in accordance with State, Federal, and UC Policy. Examples of key tasks include the review and refinement of the BUS-43 policy, UC Procurement Terms & Conditions, and development of a UC Supplier Code of Conduct. This role partners closely with Human Resources, Labor Relations, and State Government Relations to represent UC Systemwide Procurement on compliance related teams like the Contracting Out Advisory Group and Article 5 Data Review Team. It is responsible for instilling a Continuous Improvement approach to policy and legal compliance.
This role will lead the responses to comply with Auditors request for UC Procurement to provide information. It helps provide more centralized oversight that reviews campus compliance action plans, monitor compliances across locations, monitors training participation, provides end user guidance. Establishes objectives, KPI's, and program timelines to manage human, financial, and physical resources with an extremely high degree of autonomy. Accountable for formulating and administering the policies and programs required to deliver improved compliance to the Procurement processes to affect overall organization-wide performance and reputation.
Responsibilities
40% STRATEGY
Acting on behalf of all campuses, the Procurement Compliance Lead is the primary Procurement contact for compliance matters. On a periodic basis, this relationship includes managing the review and selection of a banking partner including campus-wide requirements gathering, supplier selection process, negotiations and contracting decisions. On an ongoing basis, this relationship is responsible for communications, reporting, and performance management.
Lead UC Procurement's efforts to promote, integrate and advance sustainability throughout UC's procurement processes. Acting as the primary point of contact at a systemwide level, the Compliance Lead is UC Procurement's principal liaison with the University's sustainability committees and efforts; and, acts as a conduit with responsibility for sharing information and feedback between those groups and the campuses.
Documents interpretations of processes, policies, and procedures for edification of customers and suppliers.
Develops spreadsheets and other documentation to support analysis.
Stay abreast of policy changes and, in conjunction with legal counsel, provide guidance, proposals and recommendations to support the University.
Maintain and update all policies for which UC Procurement is the policy owner. Gain agreement on required edits, draft changes, and facilitate the changes through the Policy approval process.
Review and revise existing processes to streamline processes, gain efficiencies and reduce unnecessary work and approvals.
In response to California State audit guidance, take a proactive stance in monitoring and supporting system- and campus-level compliance. Develop, coordinate, and deliver policy/template communications and training to ensure stakeholders are engaged and informed. Provide guidance to staff in the use of when negotiating terms and conditions and determining the correct application of policies.
Participates with high level management in strategic thinking and planning in regards to ethics and compliance policy. Develops benchmarks / training for complex topics. Provides leadership, guidance, education, and policy development to the organization on ethics and compliance; represents the organization to external agencies. Manages external inquiries.
Ensures organization has appropriate critical coordinated response systems with effective and efficient controls in place. Confirms organization compliance with legal and regulatory requirements in a complex changing environment.
Identify compliance issues of importance to the organization and lead task forces to respond to the highest profile cases and / or those with significant potential impact to the organization. Advise on issues without precedence and identifies industry benchmarks and best practices.
Provides feedback and analysis for relevant federal and state laws. May participate in meeting with legislature.
Develops metrics and monitors for themes. Facilitates discussion on related risks and prioritization of resolution.
40% LEADERSHIP & INFLUENCING
Acting as the primary point of contact at a systemwide level, the UC Systemwide Procurement Compliance Lead is the principal liaison with UC's HR, Labor Relations, Student, State Government Relations group, and government agencies. It acts as a conduit with responsibility for sharing information and feedback between those groups and the campuses. Acting on behalf of all campuses, the UC Systemwide Procurement Compliance Lead is the primary Procurement contact with government, regulatory and industry associations associated with categories within the Special Programs' scope. Helps develop new processes and approaches; provides feedback aggregated from campus metrics.
Lead the cross-campus; cross-functional; Procurement Policy and Legal Documents Team (PPLDT) and other working groups to develop policy, template and best practice changes proactively and responsively. Maintain and prioritize the pipeline of changes. Participate on other policy and planning committees.
Develop proposals and recommendations to guide and support a broader strategic direction for the organization. Lead or participate on system-wide committees to address complex cross-campus issues with significant impact. Topics may include security, integrity of information, conflict of interest and records data management. Typically represents OP or a campus on system-wide committees. Assists department with building expertise in ethics and compliance. Expresses overall viewpoint of leadership.
Collaborate with Legislative Policy Analysts, Government Relations, Internal Audit, Policy committees and other functions to coordinate the response to legislative proposals; legislative or internal audits; and the development, implementation and monitoring of new programs and processes.
Ensure management corrective actions are in place following high-profile investigations. Confirm appropriate monitoring controls are utilized.
20% PEOPLE DEVELOPMENT
This role manages contractors in the delivery of training and compliance reporting. Regularly communicates and leads meetings with organization's customers. Reduces risk to the University by ensuring training and departmental compliance with procurement policy. Works in conjunction with end-users to develop specifications. Assists in implementation of organization or system-wide agreements. Develops and manages systemwide training and education. Provides back-up support for Department finance activities e.g., inter-campus reconciliations. Develops and manages systemwide monitoring and reporting for all categories within the Compliance scope. Develops, implements and manages standardized processes and tools to support and encourage campus (and systemwide) compliance.
Improve Education quality - Conduct webinars and post materials online. Identify and implement efficient and effective ongoing education
Enhance Consistency - Develop onboarding/orientation towards Policy for new hires at the campus or systemwide which creates significant exposure.
Is a resource to ethics and compliance professionals; provide coaching and guidance.
Ensure management corrective actions are in place following high-profile investigations. Confirm appropriate monitoring controls are utilized.
Required Qualifications
Minimum 5 years of policy and compliance-related experience.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Ability to use discretion and maintain all confidentiality.
Advanced project management skills.
Thorough knowledge of organizational or initiative processes, protocols and procedures.
Ability to multi-task with demanding timeframes.
Advanced knowledge of applicable policy analysis techniques.
Advanced analytical / problem-solving skills.
Preferred Qualifications
Minimum 2 years each of public-facing compliance and/or compliance support within University of California.
Advanced knowledge of common organizational- or research-specific and other computer application programs.
Education
Bachelor's degree in related area and / or equivalent experience / training required.
SPECIAL CONDITIONS
This position is eligible for a hybrid work arrangement and will be required to report to work onsite in Oakland, CA on a regular schedule.

Full Salary Range: $82,400 - $151,400
The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
