Position Summary:
Strategic Communications & Public Affairs collaborates across campus and the health system to advance UCI's reputation, mission, priorities and values through storytelling, relationship building, and an integrated communication approach that includes the following: Brand development and management: Cultivating an emotional connection and loyalty to the university by articulating the institution's distinctive qualities, encouraging a positive experience, and developing and protecting the university's identity, marks and graphic assets. Community relations & engagement: Creating opportunities for local political, community, and business leaders to engage with the university to support the connection between Orange County's dynamic economy and its premiere research institution. Executive communications: Strengthening the presence and influence of university leaders - globally, regionally and within the campus - through effective messaging and outreach support. Government relations and advocacy: Engaging elected and appointed officials at the federal, state, regional and local levels to promote our research, education, and public service activities. Internal communications: Providing outreach assistance and information for UCI's students, faculty and staff. Marketing: Developing effective tools and services to convey the university's message, including advertising, presentations, promotional pieces and events. Media relations: Establishing mutually beneficial relationships with members of the media - from digital publications and social networks to production studios and news organizations - to support the accurate, appropriate and fair use of university information worldwide. Publications and digital properties: Creating books, magazines, newsletters, brochures, websites and other digital content that advance the university's mission. Visual communications: Producing photography, videography, graphic design and other visual assets that help create compelling stories. https://communications.uci.edu/
Leads, directs, manages department(s) charged with building, maintaining and expanding positive relationships with external constituencies, including local, state and / or federal outreach in support of the University's pursuit of legislative objectives. Serves as the principal spokesperson with the most senior levels of government, and other prominent constituencies. Negotiates on behalf of the institution with legislature and government. Generally considered a key thought leader in area of expertise.

Minimum 5 years of managing a community and government relations program, or management experience of a similar unit.
Minimum 10 years of experience in community and government relations.
Demonstrated experience creating and implementing complex community and government relations initiatives
Bachelor's degree in related area and / or equivalent experience / training. Master's or advanced degree in relevant field.
Advanced skills to create and manage regional or national coalitions needed to accomplish strategic goals. Demonstrated ability to handle highly sensitive and confidential information. Superior knowledge of management principles, including personnel and budget administration and skill to motivate, guide and direct subordinate staff. Advanced skills to interpret, analyze and / or draft complex legislation or legislative language to meet strategic goals, resulting in significant funding or policy changes beneficial to the campus and / or medical center. In-depth knowledge of external constituencies and skill in developing solutions that will be responsive while protecting and advancing University interests. Expert knowledge of the legislative process, government agencies and programs, strategic political intelligence, planning and action. Advanced skills to develop and successfully mentor and manage professional staff to implement strategies designed to achieve legislative outcomes favorable to the best interests of the campus and / or medical center. Advanced skill in advocating for and representing the campus and / or medical center to its various constituencies. Advanced, in-depth knowledge of the legislative process at all levels, including regulatory and budgeting, key legislators, and current and on-going issues of concern in higher education, research, and / or medical science in general and specific issues of concern to the campus and / or medical center. Advanced skills to develop and successfully mentor management team to implement strategies designed to achieve legislative outcomes favorable to the best interests of the campus and / or medical center. Demonstrated leader with a record of achieving results individually and collaboratively with others and demonstrated ability to build trust and engagement with diverse populations of community members, students, faculty and staff. Expert strategic planning, analytical, negotiation and political acumen skills. Advanced written, verbal, interpersonal communication and leadership skills, including attentive listening skills and skill to effectively thinking quickly and respond appropriately. Advanced skills to represent senior campus and / or medical center management with legislators, presidential appointees, et cetera, and knowledge / skill to accurately and effectively respond to inquiries from diverse constituencies.
Preferred:
Superior knowledge of an academic campus and / or medical center, including short and long range strategic plans, vision, goals, and objectives. Knowledge of the major issues affecting academic health centers. Knowledge of the major issues affecting public higher education in California.
Special Conditions Required:
Ability to travel and attend off-campus appointments and events.
Ability to travel, including overnight, as needed throughout Orange County, across California, Washington, DC, and other areas as needed.
Ability to attend meetings and events or perform duties outside normal work hours, including weekends.
