Position Summary:
Supporting the CSCU system, this position reports to the CSCU General Counsel during the assessment portion of the job. Once operational compliance begins, it will report to the CSCU Chief of Staff. In addition, this position partners with all constituent units and the system office executive team to ensure that the system office and the CSCU institutions conduct their operations in compliance with ethical standards, internal policies and procedures, and applicable federal and state laws.
The Compliance Officer will be responsible for establishing and implementing an organization framework and capacity to coordinate and systematize the CSCU system’s compliance efforts in order to achieve efficiencies, reduce risk, and encourage the highest ethical standards of conduct. The Compliance Officer will also support development of training and education programs on all relevant conflict of interest areas, track changes in relevant laws and regulations impacting the institutions and assist with implementing policies and procedures meant to ensure compliance with applicable laws, regulations and standards.
Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:
Incumbents are required to have a Juris Doctor degree and six (6) years or more professional experience in law or higher education or a master’s degree and ten (10) years or more of compliance, auditing, research administration or other related experience.
Successful Candidate must have or must possess:
Knowledge of and experience with laws and regulations higher education including Title IV, Title VI, Title IX, VAWA, Clery Act, and FERPA
Experience with state and federal regulatory compliance

Under the direction of the CSCU General Counsel and the CSCU Chief of Staff, the Compliance Officer is responsible for effective performance in these essential duties:
In collaboration with respective department leaders, develop and implement effective system-wide compliance plan, identifying and addressing the system’s federal, state and local compliance reporting obligations and cognizant policy officers and partners. This plan shall focus at a minimum on the following areas:
Academic affairs (intellectual property, academic technology, research, federal & state notice and disclosure)
Administrative management (fiscal and asset management, grants administration, human resources, information privacy and security, records retention/management, campus security, civil rights)
Student affairs (athletics, financial aid, student health and counseling, disability services, residential life)
Work collaboratively with system office executive team and others to monitor compliance in key areas listed above
Support the constituent units in their compliance with laws and regulations higher education including Title IV, Title VI, and FERPA
Support the Board of Regents in their compliance with governance obligations through training and reports from the system and its constituent units
Promote a culture of compliance and accountability through high standards of ethics, integrity, and responsibility within the System
Coordinate the systems’ Compliance and Ethics Program, including responding to alleged violations of the Code of Conduct as needed and monitoring the effectiveness of the program
Draft and implement policies and procedures to ensure compliance with applicable laws and regulations
Create and deliver effective training materials and conduct outreach and educational services related laws, regulations and conflict of interest
Provide consultative advice on issues such as control enhancements and operational integrity
Participate in and support the auditing process conducted by both the State’s Auditor’s of Public Accounts and contracted auditors serving as a resource for questions and agency responses
Collaborate with CSCU Controller to ensure institution compliance on issues related to financial reporting, audits, internal control, and financial policies and procedures
Conduct follow-up reviews of audited entities and programs to assure compliance and to provide assistance in improving the system of controls
Present reports to the Audit Committee of the Board of Regents
Assist in development of risk management planning by performing such tasks as identifying risks in various programs and entities, evaluation the risks and setting priorities for creating risk management plans according to the highest potential benefit
Conduct investigations, as necessary
Collaborate with CSCU Title IX Coordinator to ensure institution compliance on issues related to Title IX and grievance policies and procedures.
