Summary: The Senior Director of Public Health Research & Business Intelligence (PHRBI) reports to the Senior Vice President, Population Health & Innovation and leads ASTHO???s research initiatives and analysis efforts to transform public health agency and partner data into high-value, actionable insights. This individual leads the PHRBI team to provide strategic direction, thought leadership and progressive ideas in the areas of survey fielding and qualitative and quantitative methods, public health agency research, data visualization and analytics.

Principal Functions:
- Leads the effort to integrate all appropriate ASTHO data into a business intelligence strategy platform using best-of-class software and data visualization standards.
- Leads the scoping, design, and implementation of all portfolio projects, including a new public dashboard that will democratize ASTHO???s data on state health agency infrastructure and emerging priorities.
- Collaborates with ASTHO???s executive leadership team to understand programmatic and business goals, while developing strategies to maximize collected data.
- Develops a suite of products to translate ASTHO???s data into tactical insights for State Health Officials.
- Explains and presents complex issues facing public health agencies and programs in a concise manner to internal stakeholders to garner support and buy in from funders.
- Mentors direct reports and cross functional collaborators in the areas of survey design and development, project management and planning, stakeholder management and communication.
- Works cross-functionally with executive leadership, performance improvement, government relations, evaluation, member engagement and informatics teams to build a business intelligence infrastructure for the organization and discovers, evaluates, and leverages new data sources to enhance state health agency business operations and programmatic initiatives.
- Partners with technology sub-contractors to develop the appropriate infrastructure to realize these initiatives and develop necessary public-facing tools for public health business intelligence.
- Oversees the development of dashboards, reports, and other deliverables required to meet specific objectives outlined in funding agreements with CDC, HRSA, and foundations supporting this team???s work.
- Works with the team Director and Senior Analyst to support the administration of projects (ensure staff adhere to standards, organizing the time of other team members, supporting project meetings, and assisting with project financial management).
- Helps team meet project objectives, timelines, and deliverables within budget.
- Champions an innovative and data driven approach to ASTHO???s role in supporting state health agencies as a foundation for driving improved operations and strategic decision making.
Qualifications:
- Master???s degree or PhD in Public Health, Health Economics Business Administration, Health Administration, or similar fields
- At least 7 years??? experience in working in a data driven environment, public health, health care, health systems management with demonstrated exceptional performance
- Previous management experience involving direct oversight of employees and teams
- Experience in qualitative and quantitative analysis and hands on experience developing and implementing data dashboards and visualization products is highly preferred.
- Ability to work with leadership to understand business and program goals to create initiatives to meet strategic organizational objectives and improve ASTHO???s service offerings to its membership.
- Fluency in statistical programming languages R, SPSS, STATA, SQL, proficiency in qualitative analysis using NVIVO, and database management & visualization programs
- Ability to think and lead strategically as well as tactically

- Travel will likely be required (ASTHO and partner organization meetings and conferences).
