Receives assignments from the Director and the Chief Program Officer of the Benioff Homelessness and Housing Initiative (BHHI) in the form of objectives and determines how to use resources to meet schedules and goals. Responsible for managing the project policy unit for the Benioff Homelessness and Housing Initiative. Uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors.

Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program, and/or organization. The incumbent, under the direction of the BHHI Chief Program Officer, will help develop a policy for the initiative. The Policy Manager will use research, data, and local experience to articulate, inform, and promote policy on the best solutions to homelessness. The Policy Manager will inform the development of policy that will advance BHHI's key priorities related to preventing and ending homelessness on the local, state, and federal levels. The BHHI is a complex, high-visibility academic program with a focus on conducting actionable research on homelessness and translating findings to policy and practice. The incumbent will be responsible for having a nuanced and thorough understanding of the local, state, and federal policy landscape of homelessness and for working with BHHI Leadership to articulate and promote BHHI's goals for policy development and policy transformation. The incumbent will be responsible for building and maintaining relationships with key policymakers and community partners, collaborating with research and communications staff to translate research findings into policy recommendations, supervising trainees learning about translating research into policy and engaging with external stakeholders. The incumbent will lead training for post-docs, staff, faculty, and interns on homelessness policy and key issues about BHHI's work. The incumbent will focus on building the capacity of staff and faculty to translate evidence into policy. The incumbent will follow and inform policy debates and provide input to the BHHI on key areas of focus. The incumbent will be responsible for drafting (or supervising the drafting of) testimony, policy briefs, and other written products meant to advance evidence-based policies. Communications products may include products such as reports, blogs, social media posts, op-eds, and other relevant materials, The incumbent will work closely with UCSF's Office of Governmental Relations, and will follow UC directives regarding providing policy expertise. In addition, the incumbent will coordinate with other policy leads from partner organizations to coordinate our efforts on key issues.

The incumbent's responsibilities include:

• Support the strategic planning process to determine the Initiative's priorities.
• Policy Translation: Working with Initiative faculty and with the UCSF Community and Government Relations to translate research findings into policy recommendations for key stakeholders
• Interface with Policy Makers and their staff at the local, state, and federal levels.
• Monitor local, state, and federal legislative actions
• Prepare testimony for BHHI Director and other team members to present at legislative committees
• Present testimony to legislative committees
• Inform the research portfolio of the BHHI, by providing input on research that is responsive to policy opportunities.
• Work with trainees, faculty, and BHHI staff to educate them on policy related to homelessness, develop policy briefs, policy proposals, and testimony
• Contribute to writing products including academic products, reports, and blog pieces
• Develop relationships and work with stakeholders including people with lived experience of homelessness, local homeless systems, practitioners, advocacy organizations, housing, and homeless service organizations, local, state, and federal government partners, and elected officials/staff to understand their needs and to advance BHHI's evidence-based policy goals
• Represent Director and other BHHI members at meetings with stakeholders, funders, and the public
