JOB SUMMARY
Under the general direction of the Executive Director of Government & Community Relations, the Associate Director of Federal Relations designs effective advocacy strategies that engage both the campus and third party, external partners.
Having wide-ranging experience, the Associate Director for Federal Relations administers, oversees, and performs work involved in establishing and maintaining the highest level relationships between the institution and its many constituents including government and general public and various other relevant public or interest groups, which may include internal, external, domestic, and foreign audiences
Under the direction of the Executive Director of Government and Community Relations, and in close cooperation with the Vice Chancellor of Research and senior campus leadership, the Associate Director of Federal Relations is responsible for developing and executing the University of California Santa Cruz's federal affairs strategy, including advocating for university priorities affecting public higher education and the university research enterprise, developing and managing university relationships with federal elected officials, congressional staff, federal agency personnel, Congressional Committees and Caucuses, business and industry leadership, higher education associations, and professional societies for the purposes of generating support for UC Santa Cruz's federal priorities and initiatives. The Associate Director is also responsible for advising and informing university officials, senior leadership, and faculty on federal activities, policies regulations, and funding opportunities; identifying and developing opportunities for faculty to participate in federal policy discussions and development; fostering strong relations with both legislative and executive branch officials at the federal level; assisting with strategic development and planning; and interacting with national state and local organizations and coalitions that represent university interests and influence higher education and research policy at the national level; and helping to strengthen UC Santa Cruz's presence and profile nationally. JOB DUTIES
60% - Advocacy and Outreach
In coordination with the Executive Director of Government and Community Relations, campus senior leadership, stakeholders, and the University of California Office of the President, the Associate Director of Federal Relations will design and implement advocacy programs and activities. Will work to promote a positive image of UC Santa Cruz as well as maintaining open communication with governmental and related entities. Will analyze legislative and other governmental initiatives likely to have a significant impact on the campus and work with governmental officials to make that impact positive at the federal level.
The Associate Director, in coordination with the Executive Director, is responsible for developing strategic plans and implementation of success advocacy programs targeting federal legislative and budget priorities for the campus. Engaging in advocacy activity as approved by management. Working closely with campus internal stakeholders (faculty, staff, student, and senior administrative leaders) on implementing effective advocacy and outreach programs. Successful implementation of these plans will involve travel to Washington, D.C.
Monitors hearings, develops grassroots plans for external and internal outreach including drafting messaging, monitoring results and modifying plans as needed.
Tracks, monitors, and acts on pending legislation and governmental activities based on input from appropriate internal departments including senior campus leadership and the UC Office of the President.
30% - Fostering and Maintaining Federal Relations
The Associate Director, in coordination with the Executive Director and UC Federal Government Relations, develops positive relationships with elected officials and their staff. The legislative delegation consists of congressional representatives from the Silicon Valley, Santa Cruz and Monterey counties. The Associate Director will monitor higher education policy issues affecting major research universities, including: federal higher education and immigration legislation, federal regulations, and funding related to: student financial aid and affordability; accountability; and diversity, equity, and inclusion issues; Title IX; technology transfer and infrastructure funding packages. The Associate Director will monitor and evaluate federal legislation, congressional committee hearings and proposed rules and regulations for impact on the university. Plan and implement campus tours and meetings. Establish working relationships with senior administrators and faculty members throughout the University to understand their federal government related priorities; keep them informed on a proactive basis; and seek their advice and counsel in developing relationships, with direction from the Executive Director.
In addition, the Associate Director will coordinate opportunities for campus's senior leaders to meet with elected officials to inform them of UC and campus priorities, including frequent trips to Washington D.C. to engage representatives and federal agencies.
10% - Special Projects
Other duties could include: assisting campus with state/national elections, serving on campus task forces, and providing presentations to campus stakeholders and external partners.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training.
3-5 years of experience working in community engagement; public relations; public policy or legislative agenda setting; and/or working at a federal, state, or municipal government level on funding and legislative processes OR An equivalent combination of education and/or experience.
Experience and successful track record in a legislative setting with growing responsibility for analysis and initiating strategic action.
Demonstrated experience working with local, state and federal elected officials and related political considerations.
Solid analytical skills and ability to develop recommendations for positions on matters facing campus.
Strong interpersonal communication skills. Proven oral, written and communication skills to effectively deal with people in conversation and concisely provide information.
Articulate and comfortable with public speaking and community presentations.
Successful experience in dealing with individuals and groups with a full spectrum of backgrounds. Ability to work with a diverse group at all levels of an organization including faculty, staff, students, senior administrators and external constituents.
Excellent problem-solving skills, with judgment and ability to make decisions independently, and negotiate solutions.
Demonstrated proficiency in standard public relations practices.
Excellent organizational skills sufficient to prioritize and complete assignments and projects independently, balancing competing needs and attending to detail.
Experience in coordinating and scheduling logistics for small and large group meetings, conferences, workshops and events.
Excellent interpersonal skills including diplomacy and confidentiality.
Ability to work under pressure and to manage multiple tasks with competing deadlines in a self-directed, prioritized and calm manner, flexibility to meet changing needs and priorities as they occur.
PREFERRED QUALIFICATIONS
Proficiency with computer programs including web, data base, and communications.
Knowledge of the Santa Cruz, Silicon Valley and Monterey area business and community organizations and local current events.
SPECIAL CONDITIONS OF EMPLOYMENT
