The Home Care Association of America (HCAOA), based in Washington, DC, is looking for an individual who wants to make a difference by advocating for older Americans and people with disabilities to receive care and supports in their own homes. Representing 4,000 home care organizations across the country, HCAOA is expanding its team and is looking for a professional who can build a strong advocacy program for both federal and state issues impacting the home care industry.
This is a fully remote position, however travel will be required to Washington, DC periodically, as well as to state chapter events throughout the year. This position will direct and support both the Policy and Legislative Committees, and work closely with our team of state and federal lobbyists representing major home care franchises to move the advocacy agenda forward, focusing on promoting access to home and community-based care, improving quality care, and advocating on behalf of home care organizations and professionals as well as the clients we serve.
This is a fast-paced trade association with the motto “Members Matter Most” that respects the expertise of staff members, supports innovative practices, and recognizes ‘above and beyond’ efforts.
Analyze legislation and regulation to develop and write the association’s position statements, regulatory comments, public letters, etc.
Lead member advocacy efforts, including Capitol Hill Advocacy Days Develop and implement grassroots advocacy program
Work closely with contracted lobbyists in 10+ states focused on state home care issues and positions
Monitor all related legislative and regulatory activity on a daily basis and disseminate information to staff and key members
Experience & Requirements
Strong knowledge of the federal legislative and regulatory process
Knowledge of Medicaid and Medicare
High-level expertise in federal health policy
10 or more years of professional experience, including legislative and/or advocacy experience
Bachelor’s Degree required. Master’s Degree a plus.
Experience working with and leading coalitions
Extensive writing and public speaking experience
Excellent organizational skills
