The Manager, Public Policy and Community Relations is responsible for developing, coordinating, and executing Hoosier Energy's public policy, government affairs, and political strategies and activities primarily at the state and federal levels of government. Oversees and implements the company's community relations initiatives. Cultivates relationships with policymakers, regulators, external stakeholders, and community leaders to leverage opportunities and solve complex problems.
DUTIES AND RESPONSIBILITIES
Fosters and builds collaborative relationships and partnerships with legislators, legislative staff, policymakers, elected officials, executive branch staff, political leaders, and administrative and regulatory agencies or commissions primarily on the state and federal levels of government, but also on the local level as necessary.
Executes the company’s lobbying efforts at the local, state, and federal levels as they pertain to the creation, interpretation, and enforcement of laws, regulations, and government policies. Develops strategies and plans to assess the impact of electric utility related proposed state and federal legislation and regulations on Hoosier Energy’s operations and business interests. Provides input into and develops the appropriate responses to ensure the company’s interests are represented.
Provides subject matter expertise on government relations, legislative and executive branch processes and functions, political issues, and communications matters.
Drafts, negotiates, and advocates Hoosier Energy's positions through white papers, testimonies, public comment responses, proposed legislation, and other appropriate activities.
Evaluates, engages, and represents Hoosier Energy as appropriate in coalitions, partnerships, and forums to assist or help the company and/or our member systems in pursuit of relevant policy and political objectives.
Works in partnership with the government relations staff at Indiana Electric Cooperatives (IEC), Wabash Valley Power Alliance, and other utility industry stakeholders to address political and public policy issues of common interest and outcomes.
May represent the company with IEC, AIEC, NRECA, relevant NRECA related committees or initiatives, or other local, state, and federal organizations.
Handles the outreach, education, and solicitation of Hoosier Energy employees on behalf of FORE and Indiana ACRE – the two political actions committees administered by IEC.
Responsible for developing and implementing Hoosier Energy’s engagement strategy with identified stakeholders and community partners focused on Hoosier Energy’s key priority areas. Individual will also develop and implement corporate giving strategy. Individual will also collaborate with the SVP, Government & Community Relations to prioritize areas of focus.
Serves as the Hoosier Energy representative to community groups, external advocates, establish and maintain in-depth knowledge of Hoosier Energy’s business plans and engage internal and external stakeholders as appropriate to best support the company’s priorities.
Individual will set and implement the strategy for corporate giving for Hoosier Energy.
Develops and implement strategic plan focused on developing key partnerships in the community based on understanding of business priorities.
Develops relationships with identified groups to increase understanding of community needs and identify collaboration opportunities
Implements Corporate Giving strategy across Hoosier Energy’s priority areas.
Defines opportunities to increase impact of current corporate giving strategy over the next three-five years.
Oversees corporate giving budget and associated committee.
Performs other duties as assigned.
Bachelor’s Degree in Public Policy, Political Science, Public Administration, Public Relations, Communications, or related discipline minimum
Five years of progressive responsibility in public affairs or government affairs related activities
Skills and Abilities:
