The Goldman School of Public Policy (GSPP) has 24 ladder rank faculty, 8 affiliated faculty, and 6 emeriti faculty. The School enrolls more than 1500 undergraduates in elective classes and registers more than 350 students in its undergraduate minor annually. The School has more than 200 Master's degree candidates, 23 PhD students and occupies over 20,000 assignable square feet, within which are four classrooms, two computer labs and 42 offices. There are multiple research centers housed within the School: the Center for Studies on Higher Ed; the Center for Environmental Public Policy; the Berkeley Institute for the Future of Young Americans; the Center on Civility and Democratic Engagement; the Global Policy Lab; the People Lab; the Center for Security in Politics; and the Food and Labor Research Center. GSPP's constituency also includes parents, friends and a number of organizations representing state, federal and local government and policy organizations. It is consistently ranked as one of the top graduate schools of public policy in the nation, currently ranked first among Policy Analysis graduate schools by US News and World Report. The Berkeley People Lab at the Goldman School aims to transform the public sector by producing cutting-edge research on the people in government and the communities they serve. We collaborate with governments and other stakeholders to co-design and rigorously evaluate solutions to urgent real-world problems. Our primary focus areas include: how to recruit, retain and support a government workforce; how to improve public service delivery and program design; and how to foster an engaged and participatory democracy.
Our team, led by Professors Amy Lerman and Elizabeth Linos, includes full-time and part-time public management scholars, behavioral economists, political scientists, and public policy experts, who use a combination of quantitative analysis, qualitative analysis, and direct experimentation in their research. In each case, projects are co-designed with government partners in order to ensure that solutions are feasible in the short-term and scalable in the future.
The Director of Operations will be a senior member of the People Lab management team responsible for managing the general operations of the Lab. They will manage human resources, including hiring and onboarding, finance, including contracting and purchasing, internal University administrative processes and compliance (e.g., Sponsored Project Office proposal submission, Institutional Review Board proposal submission) and key deliverables related to grants and budgets. They will also play a critical role in strategic planning and developing systems that will take the People Lab from a team of 20 to its full capacity as a major research center.
Under general supervision, the AO3 works with GSPP's administrative staff to develop systems for hiring, budgeting, grant tracking, and contracts. This involves liaison work with GSPP, Berkeley Regional Services (BRS' HR and Research Administration staff), Sponsored Projects, and Contract & Grant Accounting.
Under general supervision, incumbent manages hiring processes for The People Lab: full-time and part-time staff, contract hires, and graduate student researchers. This includes consulting with GSPP's CAO on existing job descriptions; submission of hiring freeze exception requests to the appropriate campus review; consulting with campus recruiters in regards to job postings; reviewing and interviewing applicants, working with BRS for onboarding, and reviewing timecards for completion and timeliness as needed.
In conjunction with Berkeley Regional Services' Research Administrators, perform and approve recharge administration as needed.
Providing input on non-technical portions of grant and contract proposals; work with SPO and CGA for sub-contracts as needed.
In conjunction with BRS purchasing, Berkeley Contract Office, and the campus purchasing desk, coordinate all purchasing, contract and related activities for the People Lab.
In conjunction with GSPP's Chief Administrative Officer, Facilities Manager and IT Director, coordinate facilities needed, equipment and space logistics, including access to and maintenance of Lab offices and equipment.
Liaising with other Goldman School and campus administrative teams and offices, as necessary.
In conjunction with GSPP's web developer, assist in managing the roll out of organizational content including the website, newsletters and correspondence to organizational constituents.
Coordinate with web developer to ensure the Lab's site is in congruence with all campus branding needs, and all ADA and accessibility requirements of UC's web policy.
In conjunction with GSPP's event manager, coordinate and oversee the management of events put on by the Lab; ensure that the campus events calendar is updated in a timely way; that event announcements are on the GSPP events calendar; that GSPP email lists are appropriately leveraged.
May require occasional evenings and weekends.
May require occasional travel.
Other duties as assigned.
Acts as safety coordinator for earthquake and other safety drills as needed.
Thorough knowledge of or ability to quickly learn University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.
Demonstrated experience managing budgets.
Excellent project management and organizational skills.
Ability to use discretion and maintain confidentiality.
Demonstrated ability to develop systems and project management tools for a growing team.
Strong interpersonal and communication skills, including exceptional writing skills; ability to work with staff and academics at all levels of the University.
Ability to multi-task with demanding time frames.
Demonstrated experience in public affairs, including some combination of strategic communications, government relations, and community relations.
Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
Experience working with research and researchers.
Experience managing a team.
Experience navigating or ability to quickly learn how to use UC administrative systems.
Thorough knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees.
Salary & Benefits
This is an exempt, monthly paid position. Salary Range: $67,500.00 - $98,900.00.
