We are excited to announce a vacancy in the Department of Delaware Valley Government Relations at Nemours Children’s Health System. The Department of Delaware Valley Government Relations supports Nemours’ clinical, strategic and operational goals by advocating for a public policy environment that advances the Nemours mission to restore and improve the health of children. We do this in partnership with government, civic, business and community partners throughout Delaware, New Jersey and Pennsylvania.

At this time we seek qualified candidates for the position of Government Relations State Program Manager (State Manager) to support our work in Delaware. Reporting to the Director of Delaware Valley Government Relations, the State Manager is primarily responsible for identifying and influencing proposed legislative, regulatory and other government activities in support of Nemours’ mission and operations in Delaware. The individual in this position will also be accountable for developing external relationships that position Nemours as a prominent and influential organization in Delaware and a respected voice at the table in deliberations affecting healthcare and children’s issues.
Essential functions for this position include:
Monitoring and participating in legislative, regulatory and administrative processes on behalf of Nemours.
Developing & maintaining relationships with key stakeholders, including elected officials, business and trade organizations, and advocacy groups.
Tracking and analyzing proposed legislation and regulations.
In conjunction with clinical staff and leadership, developing advocacy strategies in support of Nemours’ policy & business agenda.
Managing external lobbyists and consultants as necessary to ensure contract deliverables are met.
Assessing and communicating political landscape, current news, and legislative activities to Nemours leadership.
Registering lobbying activities with government agencies, organization and report expenditures to stay within compliance guidelines, state/federal law and organizational cap.
The State Manager is also expected to participate on internal Nemours committees and workgroups as required, partner with Delaware Valley Government Relations colleagues on issues of mutual interest across territories, and provide advice and counsel to the Director of Delaware Valley Government Relations.
Successful execution of the State Manager position requires:
1. Concise, accurate, and persuasive written and oral communication skills.
2. Demonstrated ability to be persuasive and at times aggressive in pursuing issues of interest
3. Sound judgment and decision-making capabilities.
4. Ability to use research and data to create compelling arguments.
5. Ability to build and maintain strong relationships key stakeholders.
6. Study proposed legislation to determine possible effect on organization, specific group, or general public.
7. Ability to manage high levels of stress and meet critical deadlines under pressure.
8. Ability to travel by car locally & regionally (within 100 mile radius from Wilmington, DE) up to 50% of the time.
Minimum 5 years of public policy, corporate government relations or lobbying experience.
Bachelor’s degree is required.
Position is based in Wilmington, Delaware.
Up to 50% travel, primarily within Delaware, especially to Dover.
