American College of Obstetricians and Gynecologists (ACOG), a membership organization dedicated to the advancement of women's health care in Washington, DC, is currently seeking a Senior Director, Health Economics & Practice Management. This position is responsible for monitoring and commenting on changes in health care payment systems and policies as they relate to the care of women. He/She will direct all activities of ACOG's Department of Health Economics especially critical aspects of the business side of ob-gyn practice.
Health Economic Department Activities
Advocate with payers on behalf of Fellows regarding incorrect payment policies.
Coordinate all practice management, RUC, coding education, payment policy, third party payer, professional liability, and HIPAA projects.
Oversee development of practice management education programs and publications.
Manage team inclusive of director and manger level staff, policy, coding and payment staff and consultants.
Develop, execute, and monitor department and Committee budgets.
Respond to Government Relations, other ACOG departments, and member requests for information on practice management, government and third-party payers, practice management, professional liability and HIPAA issues.
Develop ACOG responses to Medicare and Medicaid payment and coverage rules including fee schedule rules and other rules as needed.
AMA CPT Panel (CPT)
Facilitate point of entry for AMA CPT related issues for new or existing CPT codes.
Manage and coordinate with CPT physician volunteers to ensure they have all data necessary for accurate deliberations and presentations to the CPT Panel.
Work with subspecialty representatives to ensure their interests are accommodated.
AMA Resource Based Relative Value Scale Update Committee (RUC)
Facilitate point of entry for AMA RUC related issues for new or existing CPT codes.
Manage RUC volunteers and ensure they have all data necessary for accurate deliberations and presentations to the RUC.
Coordinate calls, surveys, and meetings for RUC volunteers. Attend RUC meetings as support staff for RUC team.
Committee on Health Economics and Coding
Oversee general operation of Committee and assist primary staff where needed.
Ensure Executive Board and other interested ACOG/College committees are kept informed of Committee activities.
Update the Committee on RUC activities and Medicare Fee Schedule initiatives.
Payment Policy Workgroup
Guide agenda development and supervise staff preparation of agenda material and minutes.
Implement projects directed by Workgroup.
Ensure Executive Board and other interested ACOG/College committees are kept informed of Workgroup activities.
Relations with Other National Organizations
Facilitate and supervise ACOG participation in outside organizations responsible for on-going development of CPT and ICD coding system.
Primary staff liaison to develop and maintain beneficial relationships and engage in projects with outside organizations.
Staff and coordinate ACOG's workgroups for payment episodes and bundles.
Develop, write and/or edit articles for newsletters, website, and meetings.
Participate in the AMA Administrative Simplification initiatives and other workgroups.
Collaborate with other ACOG Departments on Health IT projects, such as with the Birth Registry project.
Assist in development of ACOG recommendations to CMS and other government entities regarding practice management, health economics, and coding.
Master's degree is required in healthcare related field
Minimum of 15 years of relevant work experience and a minimum of five years of management experience
Experience working and communicating with physicians and committee management experience is preferred; Previous work with medical association is a plus
Must demonstrate in-depth knowledge of the health care system, medical practice management, coding and reimbursement issues and systems, health care financing issues, third-party payer reimbursement policies, HIPAA and health IT. Understanding of the RUC, CPT, and the ICD development processes is helpful
Strong leadership skills and the ability to motivate and guide highly skilled and knowledgeable professionals from different disciplines are critical
Possess excellent organizational, analytical, written, and verbal communication skills
Ability to interact with staff members and physician members tactfully and diplomatically is important
Ability to travel 25-30 days per year
