POSITION TITLE: Data and Quality Assurance Manager
POSITION DESCRIPTION: The primary responsibility of this position is to facilitate the agency’s use of HMIS, HOW’s primary data collection and reporting tool. A major portion of this positions time is serving as the ATA for HMIS, insuring staff are trained in using HMIS, maintaining HMIS’ data integrity, and facilitating the use of HMIS for accurate reporting to HUD and the Chicago CoC. This position serves as the point person in HOW’s efforts to utilize HMIS effectively to meet our data collection needs and facilitate accurate reporting.
Duties and Responsibilities:
Serves as the agency ATA and primary manager of the HMIS data system
Coordinates with staff and partners, such as the Chicago Alliance to End Homelessness, to improve and refine the organization’s use of the Homeless Management Information Systems (HMIS) database
Cultivates and maintains an electronic system of up-to-date and relevant program reporting dashboards that are easily accessed by the entire organization
Generates and responds to internal requests for data reports
Works with program leadership to establish program performance measures, monitor results, and establish feedback mechanisms to identify areas for program improvement
Manages all program-related data collection processes
Designs, consolidates and revises measurement tools and practices to ensure cohesive, consistent, and high-quality data collection that aligns with internal data priorities and external reporting requirements.
Reviews and revises (in Conjunction with Government Relations Manager) annual client survey instrument
Trains, coaches, and mentors staff to utilize measurement tools effectively.
Develops procedures to ensure data quality and reinforces staff adherence to such procedures through training, technical support, ongoing communication and input on annual performance reviews.
Independently or with external vendors, designs and implements evaluation tools to support the strategic performance plan, including both quantitative and qualitative methods as appropriate.
Works with senior leadership to effectively synthesize research results and communicate these internally and externally in supporting fundraising goals
Supports the development of the Annual Report
Participates in required staff meetings and trainings
Supervises and develops assigned interns in accordance with agency policies and procedures
Performs other duties as assigned or approved by direct supervisor

Bachelor’s Degree in a related field
Two years of work experience in a similar field/position
Knowledge of homelessness and housing issues; Affordable Housing Practices
Comfortable working with a diverse group of people
Demonstrated experience working with quantitative and qualitative data sets, relational databases, and data analysis software packages (e.g. Excel, SPSS)
Excellent organization skills, oral and written communication skills
Excellent computer skills and proficient in Microsoft Office
Essential Knowledge and Skills:
Excellent project management, organizational, and planning skills
Knowledge of evaluation and statistical methods
Ability to analyze, synthesize and present data to support effective decision-making
Ability to use necessary computer software efficiently and effectively
Ability to establish and maintain effective cooperative relationships with widely diverse groups and individuals, both within and outside the organization, to achieve positive results
Experience with HMIS strongly preferred
Knowledge of research and trends in supportive housing and homeless services preferred
STARTING SALARY: Salary based on experience.
Work Schedule: Full-time, regular business hours with some flexibility required.
Essential Functions Include:
Able to lift 25lbs and walk up and down stairs
Must possess a valid driver’s license and proof of automobile insurance (if applicable)
Must pass applicable background tests
