Direct and oversee the preparation of analyses and recommendations regarding policy issues and long-range plans to address the region’s aviation system needs and mitigate its impacts; advise and counsel the Board regarding policy issues to meet regional aviation needs in a manner that most appropriately supports economic and community development in San Diego County.
Assess regional, industry, community, and customer aviation and air service needs and establish objectives and priorities that are focused on meeting those needs in a safe, secure, effective, and efficient manner through delivery of high-quality facilities and services that exceed customers’ expectations.
Oversee capital and operating budgets, balancing short and long-term needs with available financial resources; develop funding strategies and direct the CFO to identify and assess funding alternatives, including new and innovative streams through business development, exploration of public private partnerships, or alternative sources to enable the continued development of the airport and enhance its financial position.
Lead the development and implementation of both long- and short-term strategic plans that align with the policies and direction set by the Board; provide clear direction to the organization, integrating and coordinating all departments, to assure the Airport Authority achieves its vision and mission.
Champion projects and initiatives that reflect the priorities and values of the San Diego community by developing strong civic partnerships with convention and trade bureaus, economic development enterprises, chambers of commerce, and the business community with an eye towards enhancing regional economic development.
Plan, integrate, and evaluate the work of all Airport Authority departments in a manner that anticipates and resolves ongoing business and operational issues and complies with all applicable federal, state, and local regulations governing airport use and security.
Foster an atmosphere of innovation that continues the Airport Authority’s track record of “firsts” and addresses the continually evolving demands of today’s sophisticated passenger while maintaining the Airport Authority’s commitment to social, environmental, and financial sustainability.

Direct and oversee the analysis of proposed legislation and regulation while also directing and participating in industry and intergovernmental activities to influence legislative and regulatory change consistent with Airport Authority interests and needs.

Implement and monitor the five year strategic plan envisioned by the Board of Directors, ensuring that it seizes the full potential available to the Airport Authority while addressing the organization’s near- and long-term issues.
Advance the $2+ billion Airport Development Plan (ADP), achieving aggressive upcoming milestones and setting in place future deliverables.
Assure on-time, under-budget completion of a new Federal Inspection Services (FIS) facility to accommodate current and anticipated international air service.
Support and foster ongoing air service development efforts, with a particular focus on international air service.
Establish strong, trust-based working relationships with the San Diego County Regional Airport Authority Board, senior leadership team, employees, stakeholder representatives, and the community-at-large.
Foster an atmosphere of innovation and challenge the executive leadership team to think creatively regarding unaddressed market opportunities and new channels for revenue.
Develop a keen understanding of San Diego International Airport, its culture, stakeholders, and the community it represents.
Ensure successful completion of the capital improvement program and other projects and initiatives that are already in process.
The ideal candidate will have significant business experience in a senior leadership role, preferably as CEO or other C-level executive. The candidate will have a demonstrated track record of delivering results, having had operational experience and revenue and expense responsibility in an asset-intensive business with multiple revenue streams. The individual will have exceptional relationship management skills and the ability to work effectively in, and actively manage, a multi-stakeholder, heavily regulated environment. S/he will have the ability to develop solid internal and external relationships and will be an excellent communicator across technical, commercial, and political spectrums with strong presentation skills. The Airport Authority will seriously consider candidates from both airport and relevant nonairport industry contexts. S/he should bring most, if not all, of the following:
Experience as a general manager with overall cross-functional responsibility for the development and management of an enterprise or complex organization. Ideally, experience as a Chief Executive Officer and, if not, as a Chief Operating Officer or a divisional or business unit general manager.
Experience working effectively with a board of directors and an understanding of how to leverage a board of directors to further community and political collaboration.
Demonstrated record of establishing and maintaining solid, respectful and trusting relationships with boards of directors, government officials, employees, and/or key stakeholder groups.
Experience in large-scale initiatives, including facilities development and capital program management, involving significant dollar amounts and implications, a large staff and many diverse stakeholder groups with a track record of on-budget, on-time delivery.
Background in revenue management with a curiosity and passion for innovation in that domain.
Experience in a highly-visible position dealing with the media on a regular basis and representing his or her organization to a wide variety of audiences, including the community-at-large.
Strategic market perspective that recognizes and assesses both internal and external factors that drive organizational performance, affect change and result in customer satisfaction.
Strong business and financial acumen.
Knowledge of principles and practices in organizational development and employee engagement.
Excellent oral and written communication skills.

LaGuardia Gateway Partners (LGP) is a privately held business enteprise which, as of June 2016, has secured a public-private partnership agreement with the Port Authority of New York & New Jersey to finance, design, build, operate and maintain LaGuardia’s Central Terminal B, with a lease term through 2050.
